Zukiswa Ncitha
Zukiswa Veronica Ncitha is a South African politician who has represented the African National Congress (ANC) in the National Council of Provinces since June 2015. Before that, she was the inaugural Executive Mayor of Buffalo City Metropolitan Municipality between May 2011 and June 2015. The ANC removed her from the mayoral office after she was charged with fraud and corruption in a scandal involving the alleged misappropriation of public funds designated for former President Nelson Mandela's funeral. A former union activist in the Eastern Cape, Ncitha served on the Central Committee of the South African Communist Party (SACP) from 2007 until 2012. National Council Of Provinces
The National Council of Provinces (NCOP) is the upper house of the Parliament of South Africa under the (post-apartheid) constitution which came into full effect in 1997. It replaced the former Senate, but is very similar to that body, and to many other upper houses of legislatures throughout the world, in that its purpose is to represent the governments of the provinces, rather than directly representing the people. Composition The NCOP consists of ninety delegates, ten delegates for each of the nine provinces regardless of the population of the province. Each province is equally represented in the NCOP. A provincial delegation is composed of six permanent delegates and four special delegates. ''The Sowetan'' is an English-language South African daily newspaper that started in 1981 as a liberation struggle newspaper and was freely distributed to households in the then apartheid-segregated township of Soweto, Johannesburg, Gauteng Province. Step-aside Rule
The step-aside rule is an internal policy of the African National Congress (ANC), the ruling party of South Africa, which requires members charged with corruption or other serious crimes voluntarily to "step aside" from participation in party and government activities, or face suspension. Since its adoption in 2017 at the ANC's 54th National Conference, it has led to the suspension of several ANC members, most prominently ANC Secretary-General Ace Magashule. 2019 South African General Election

Hawks (South Africa)
The Hawks are the South African Police Services' Directorate for Priority Crime Investigation (DPCI), which targets organised crime, economic crime, corruption, and other serious crime referred to it by the President or another division of the South African Police Service (SAPS). It was set up as the Scorpions by the Thabo Mbeki administration in 2001 but President Jacob Zuma replaced it with the Hawks as its succession in 2008, with much new associates. 2011 South African Municipal Elections
Municipal elections were held in South Africa on 18 May 2011, electing new councils for all municipalities in the country. Municipal elections are held every five years, and the previous municipal elections were held in 2006. The first municipal elections following the reorganisation of municipalities took place in December 2000. Half of the seats (rounded up for odd numbers) in each municipality are elected on the first past the post system in single member wards. The other half of the seats are allocated to restore proportionality as follows: The total number of seats are allocated using the largest remainder method by using a modified Hare quota.
