Youth Citizenship Commission
The Youth Citizenship Commission (YCC) was a commission created in the United Kingdom to promote youth participation in the political process and to foster youth education in citizenship, in response to the July 2007 publication of the 'Governance of Britain' Green Paper, which pointed out such needs. The thirteen independent Commissioners, headed by chair Professor Jonathan Tonge, oversaw the commission. Among the commissioners were three youth participants. The YCC focused its attention on individuals between the ages of 11 and 19. In addition to its work with the general youth population, it also focused on developing healthy concepts of citizenship among disadvantaged populations. It advocated volunteerism as a means of youth engagement and explored questions of how the government can be more responsive to youth needs. It considered lowering the voting age to 16. Citizenship
Citizenship is a "relationship between an individual and a state to which the individual owes allegiance and in turn is entitled to its protection". Each state determines the conditions under which it will recognize persons as its citizens, and the conditions under which that status will be withdrawn. Recognition by a state as a citizen generally carries with it recognition of civil, political, and social rights which are not afforded to non-citizens. Green Paper
In the United Kingdom, the Commonwealth countries, Hong Kong, the United States and the European Union, a green paper is a tentative government report and consultation document of policy proposals for debate and discussion. A green paper represents the best that the government can propose on the given issue, but, remaining uncommitted, it is able without loss of face to leave its final decision open until it has been able to consider the public reaction to it. The Secretary of State for Children, Schools and Families was a secretary of state in the Government of the United Kingdom, responsible for the work of the Department for Children, Schools and Families.
