Young Night Drifters
Young Night Drifters (abbreviated YNDs; ) is a term used by the Government of Hong Kong to refer to adolescents who loiter at night. In the past, a YND was defined as a young person (18 and under) loitering outside buildings at night. However, owing to the fact that the number of YNDs was considered insufficient to be served by large scale YND services, people who are over 18 years old are now also classified as YNDs so as to be served by YND services. The Boys' and Girls' Clubs Association of Hong Kong defines the age range of YNDs as being between the ages of six and thirty. There are three terms to describe particular types of YNDs: ''one-night stand drifters'' (who engage in nighttime loitering less than once a week), ''occasional night drifters'' (who engage in nighttime loitering more than once a week), and ''persistent night drifters'' (who engage in nighttime loitering more than three times a week). Disconnected Youth
Disconnected youth is a label in United States public policy debate for NEETs, young people "Not in Education, Employment, or Training". Measure of America's March 2017 report says disconnected youth (defined as aged 16 to 24) number 4.9 million in the United States, about one in eight of the age cohort. Disconnected youth are sometimes referred to as Opportunity Youth. Emphasis is placed upon this group because the years between the late teens and the mid-twenties are believed to be a critical period during which young people form adult identities and move toward independence. Youth in Hong Kong, according to the University of Hong Kong Statistical Profile, includes citizens of the Chinese territory of Hong Kong aged 15–24 years.
