The film stars Michelle Yeoh as Senior Inspector Ng who teams up with Inspector Carrie Morris (Cynthia Rothrock) to get a hold of microfilm which has been taken unknowingly by low level thieves Asprin (Mang Hoi) and Strepsil (John Shum).
