Xu Yongqing
Xu Yongqing (; born August 1938) is a general in the People's Liberation Army of China who served as political commissar of the People's Armed Police from 1996 to 2003. He was a representative of the 14th National Congress of the Chinese Communist Party and a member of the 15th Central Committee of the Chinese Communist Party. He was a member of the Standing Committee of the 10th National People's Congress Biography Xu was born in Jiande County (now Jiande), Zhejiang, in August 1938. Lanzhou Military Region
The Lanzhou Military Region was one of seven military regions in the People's Republic of China. It directed all People's Liberation Army and People's Armed Police forces in Xinjiang, Qinghai, Gansu, Ningxia, Shaanxi, and Ngari Prefecture in northwest Tibet. It was headquartered in Lanzhou in Gansu Province. It is bordered to the south by the Chengdu Military Region, and to the north by Mongolia, the Altai Republic, which is a political subdivision of the Russian Federation, and Kazakhstan. This region is now part of the Western Theater Command due to the military reforms of 2015. Lieutenant general (Lt Gen, LTG and similar) is a three-star military rank (NATO code OF-8) used in many countries. The rank traces its origins to the Middle Ages, where the title of lieutenant general was held by the second-in-command on the battlefield, who was normally subordinate to a captain general. In modern armies, lieutenant general normally ranks immediately below general and above major general; it is equivalent to the navy rank of vice admiral, and in air forces with a separate rank structure, it is equivalent to air marshal.
