Xiang Huaicheng (; born February 1939) is a Chinese economist and former minister of finance of China. Biography Xiang Huangcheng was born in Wujiang County, Jiangsu in February 1939. He joined Communist Party of China in 1983. The Ministry of Finance of the People's Republic of China () is the cabinet-level executive department of the State Council which administers macroeconomic policies and the annual budget. Zhu Rongji (; IPA: ; born 23 October 1928) is a retired Chinese politician who served as Premier of the People's Republic of China from 1998 to 2003 and CCP Politburo Standing Committee member from 1992 to 2002 along with the Chinese Communist Party's general secretary Jiang Zemin.
