William Laird Whitby (30 January 1838 – 12 October 1922) was a notable New Zealand master mariner and ship owner. Helhoughton is a village and civil parish in Norfolk, England. It is west-south-west of the town of Fakenham, west-northwest of Norwich and north-northeast of London. The nearest railway station is at Sheringham for the Bittern Line which runs between Sheringham, Cromer and Norwich. The nearest airport is Norwich International Airport. The parish had, in the 2001 census, a population of 197, rising to 346 at the 2011 Census. For the purposes of local government, the parish falls within the district of North Norfolk. The Mayor of Lyttelton was the head of the municipal government of Lyttelton, New Zealand. The position existed from 1868, when the Borough of Lyttelton was formed. History Overview The Lyttelton municipal council was established by a 10 December 1861 proclamation by the Superintendent of the Canterbury Province, William Sefton Moorhouse. The proclamation was published in the ''Provincial Gazette'' three days later. An election was held on 3 February 1862 that determined the composition of the first town council. The nine representatives had their first meeting four days later and had the task of electing a chairman from their midst and after a contested vote, Dr William Donald, their local doctor, became the head of the council. Donald was chairman until March 1865, when he resigned. Donald was succeeded by Edward Hargreaves for 1865–1866. The ''Lyttelton Times'' was the first newspaper in Canterbury, New Zealand, publishing the first edition in January 1851. It was established by the Canterbury Association as part of its planned settlement of Canterbury and developed into a liberal, at the time sometimes seen as radical, newspaper. A successor paper, ''The Star'', is published as a free bi-weekly newspaper. James FitzGerald was the newspaper's first editor, and it was FitzGerald who in 1861 set up its main competitor, ''The Press'', over the ''Lyttelton Times support for the Lyttelton Rail Tunnel. In 1935, it was ''The Press'' that won the competition for the morning newspaper market in Christchurch; the ''Lyttelton Times'' was the oldest newspaper in the country when it ceased that year.
