William McKinley was a United States House of Representatives, U.S. Representative from Virginia. Biography Born in Virginia, McKinley completed preparatory studies. He served as member of the Virginia House of Delegates from Ohio County, West Virginia, Ohio County, Virginia (now part of West Virginia) from 1798 to 1804, 1806, and 1807. McKinley was elected as a Democratic-Republican Party (United States), Democratic-Republican to the 11th United States Congress, Eleventh Congress to fill the vacancy caused by the resignation of United States Representative John G. Isaac Leffler (November 7, 1788March 8, 1866), sometimes spelled Lefler or Loeffler, was an American lawyer and Iowa pioneer who represented Virginia's 18th congressional district in the United States House of Representatives for one term in the 1820s. The Virginia House of Delegates is one of the two parts of the Virginia General Assembly, the other being the Senate of Virginia.
