Willard Wheatley
Willard Wheatley MBE (16 July 1915 – 22 January 1997) was a British Virgin Islands educator and politician who served two consecutive terms as the Chief Minister of the British Virgin Islands from 1971 to 1979. He was the second ever Chief Minister of the Territory, and the first ever minister of finance. He served as Chief Minister at the head of two different coalition governments: one as ''de facto'' leader of the United Party, and the other the VI Democratic Party. At an event to commemorate what would have been the 100th birthday of Wheatley, then Premier Orlando Smith made a commitment to provide public funds to memorialise his achievements and for a book about his life to be published. 1979 British Virgin Islands General Election
General elections were held in the British Virgin Islands on 12 November 1979. The result was a victory for the opposition Virgin Islands Party (VIP) led by former Chief Minister Lavity Stoutt over the incumbent United Party (UP) led by Willard Wheatley. The newly formed Virgin Islands National Movement (VINM), led by Elvin Stoutt, also contested the elections but did not win any seats. The supervisor of elections was Trevor A.F. Peters. Voter turnout was 74.8%. The 1979 general election was the first election to be conducted after the Legislature had been expanded from seven to nine elected seats. Three of the nine seats were not contested, with only a single candidate standing in the 3rd, 7th and 8th Districts. For the 3rd District, this was the second consecutive general election where the seat was uncontested. Lavity Stoutt
Hamilton Lavity Stoutt (7 March 1929 – 14 May 1995) was a British Virgin Islander politician and the first and longest serving Chief Minister of the British Virgin Islands. He won five general elections (1967, 1979, 1986, 1991 and 1995) and serving three non-consecutive terms of office from 1967 to 1971, again from 1979 to 1983 and again from 1986 until his death in 1995. Biography Early life Stoutt was born on 7 March 1929 in Long Bay, Tortola. He was the eighth child of Isaiah and Iallia Stoutt. He married Hilda E. Stoutt in 1956 and had three sons and three daughters. He was a staunch Methodist, and served as both a Sunday school superintendent and a lay preacher. Career Stoutt served as a parliamentarian in the Legislative Council from 1957 until 1967 prior to the adoption of the 1967 constitution, and at the time of his death was thought to be the longest serving Parliamentarian in the Caribbean. The Premier of the Virgin Islands is the head of government for the British Virgin Islands. As a British Overseas Territory, the Premier is appointed by the Governor on behalf of the British monarch, currently King Charles III. Until 2007, the head of government was known as the Chief Minister of the Virgin Islands, but a constitutional change in 2007 renamed the position as Premier. The current Premier is Natalio Wheatley. 1995 British Virgin Islands General Election
General elections were held in the British Virgin Islands on 20 February 1995. The result was a victory for the incumbent Virgin Islands Party (VIP) led by Chief Minister Lavity Stoutt. The VIP won a plurality of six seats, and thus were able to form a minority government as no other party or coalition could muster a larger number of seats. The BVI United Party (UP) won three seats, and the Concerned Citizens Movement (CCM) won two seats. The two other seats were won by independents. Shortly after the election Alvin Christopher joined the VIP upon being offered a Ministerial seat, giving the VIP an outright majority. It was the first election to be fought in the British Virgin Islands after the introduction of Territorial at-large seats.
