Douglas County is one of the 36 counties in the U.S. state of Oregon. As of the 2020 census, the population was 111,201. The county seat is Roseburg. The county is named after Stephen A. Oregon Route 99 is a state highway that runs between the southern border of Oregon, and the city of Junction City. Oregon Route 99 was formed from parts of the former U.S. Route 99; it shares much of its route with I-5, but much of it is also independent. Between Portland and Junction City, the highway is forked into two routes: Oregon Route 99E and Oregon Route 99W. Route description Oregon Route 99 technically starts at an interchange with Interstate 5 at exit 11, south of Ashland. Winchester is an unincorporated community in Douglas County, Oregon, United States. It is on the south bank of the North Umpqua River north of Roseburg on Interstate 5 and is included in the Roseburg North CDP for statistical purposes. Winchester sits on the south side of the North Umpqua River on Oregon Highway 99. The Winchester Bridge spans the North Umpqua RiveWinchester is also known for the Winchester Dam that was constructed in 1889 and is on the National Register of Historic Places.
