Wyoming Territory's At-large Congressional District
Wyoming Territory's at-large congressional district is an obsolete congressional district that encompassed the area of the Wyoming Territory. After Wyoming's admission to the Union as the 44th state by act of Congress on July 10, 1890, this district was dissolved and replaced by Wyoming's at-large congressional district Wyoming's at-large congressional district is the sole congressional district for the US state of Wyoming. Non-voting members of the United States House of Representatives (called either delegates or resident commissioner, in the case of Puerto Rico) are representatives of their territory in the House of Representatives, who do not have a right to vote on proposed legislation in the full House but nevertheless have floor privileges and are able to participate in certain other House functions. Non-voting members may vote in a House committee of which they are a member and introduce legislation. The 1884 United States House of Representatives elections, coincided with the election of President Grover Cleveland. In spite of Cleveland's victory, the opposition Republican Party gained back some of the seats lost in 1882, but the Democratic Party retained a majority in the House. Republicans were able to make these slight gains by connecting their pro-business and industry message with progress. The Democrats were also hindered by the Panic of 1884, but were not greatly affected by it since the depression ended quickly. Joseph Maull Carey (1845–1924)
Joseph Maull Carey (January 19, 1845February 5, 1924) was an American lawyer, rancher, judge, and politician, who was active in Wyoming local, state, and federal politics. In the 1860s, Carey practiced law in the eastern United States and participated in Pennsylvania and New Jersey politics. In 1869, he was appointed by President Ulysses S. Grant as the United States attorney in the Wyoming Territory and later to the Wyoming Supreme Court. After serving as the 14th Mayor of Cheyenne, Wyoming, he was elected to serve as Wyoming's delegate to the United States House of Representatives, where he introduced legislation admitting Wyoming as a state. Upon Wyoming's statehood, he was selected to serve as the state's first senator alongside Francis E. Warren. In 1910, he left the Republican Party and was elected as Governor of Wyoming with the Democratic nomination. He retired from politics after leaving the governorship in 1914. The 1882 United States House of Representatives elections were held during President Chester A. Arthur's term. Arthur's Republican Party was badly defeated, losing its majority to the opposition Democratic Party after a campaign that focused on the resistance of Republican leaders to reforming the Spoils system under which government jobs were handed to supporters of winning candidates. After the election, Arthur agreed with the Democrats to pass the Pendleton Civil Service Reform Act, establishing a professional civil service. However, his actions were too late, as the image of the Republican Party as corrupt was already engrained in the minds of voters. This election also saw the decline of the pro-paper money Greenback Party, and the pick up of several Virginian seats by the Readjuster Party which promoted fiscal responsibility and shunned elitism, though the Virginia-based Readjuster Party all but disappeared following this election. Morton Everel Post (December 25, 1840March 19, 1933) was an American businessman, farmer, and politician who served as a delegate to the United States House of Representatives from Wyoming Territory's at-large congressional district. Early life Morton Everel Post was born on December 25, 1840, in Henrietta, New York, to Morton A. Post and Alary Wickware. He attended schools in Medina, New York. In 1860, he traveled by railroads to the Missouri River and later lead a wagon train from the Missouri River to Denver, Colorado Territory. In 1864, he left Denver and headed to Alder Gulch in the Montana Territory during a gold rush and left with $75,000 in gold. In August, he served as a delegate to the Democratic National Convention. In October, he married Amalia Barney Simons Nichols and remained married until her death on January 28, 1897. Laramie, Wyoming
Laramie is a city in and the county seat of Albany County, Wyoming, United States. The population was estimated 32,711 in 2019, making it the third-largest city in Wyoming after Cheyenne and Casper. Located on the Laramie River in southeastern Wyoming, the city is north west of Cheyenne, at the junction of Interstate 80 and U.S. Route 287. Stephen Wheeler Downey
Stephen Wheeler Downey (July 25, 1839 – August 3, 1902) was a lawyer and politician in Wyoming. A Union Army veteran of the American Civil War, he was an early white settler of Wyoming, and served as its treasurer, auditor, and delegate to Congress. After statehood, Downey continued to serve in local and state office, including Speaker of the Wyoming House of Representatives. Downey was a founder of the University of Wyoming, and the longtime president of its board of trustees. Early life Downey was born in Westernport, Maryland on July 25, 1839, a son of Owen Dorsey Downey and Elizabeth L. (Powell) Downey. He was educated locally, and studied law with Francis Thomas of Cumberland, Maryland in preparation for a career as an attorney.
