Willy Spühler
Willy Spühler (31 January 1902, in Zurich – 31 May 1990) was a Swiss politician. He was elected to the Swiss Federal Council on 17 December 1959, representing the Canton of Zürich, and handed over office on 31 January 1970. He was affiliated to the Social Democratic Party. He was a municipal councillor in Zurich in 1928 and a national councillor from 1938 to 1959. He was the first foreign minister to advocate Switzerland's membership of the United Nations in 1966. One week after de Gaulle's ''Vive le Quebéc libre!'', Spühler delivered a speech on pluringual Switzerland during Montreal's Universal Exhibition in 1967 . Pierre Graber (6 December 1908 – 19 July 2003) was a Swiss politician and member of the Swiss Federal Council (1970–1978). He was born in La Chaux-de-Fonds, Switzerland and after studying law in Neuchâtel and Vienna he became attorney-at-law in Lausanne. Active in the Social Democratic Party, he was in the municipal parliament of Lausanne (1934–1946), member of the parliament of the canton of Vaud (1937–1946), mayor of Lausanne (1946–1949), member of the National Council (1942–1969, except 1963), he was the Speaker of that Assembly from 1965/66, he sat in the Foreign affairs committee and was deputy chairman of the enquiry parliamentary committee dealing with the ''Mirage'' affair. The president of the Swiss Confederation, also known as the president of the Confederation or colloquially as the president of Switzerland, is the head of Switzerland's seven-member Federal Council, the country's executive branch. Elected by the Federal Assembly for one year, the officeholder chairs the meetings of the Federal Council and undertakes special representational duties. First among equals, the president of the Confederation has no powers over and above the other six councillors and continues to head the assigned department. Traditionally the duty rotates among the members in order of seniority; the vice president of the Federal Council assumes the presidency the year after the officeholder's tenure.
