William McCann (politician)
William John McCann (25 January 1879 – 1 December 1961) was an Australian politician who served as a member of the Victorian Legislative Council. Born in Kerang to farmer David James and Isabella McCurdy, both Irish-born, McCann became a dairy farmer at Lake Charm, where he helped to establish an aged care home to which he later retired. In 1918 he was organising secretary of the People's Party, and he was a Victorian Farmers Union councillor from 1922 to 1927, serving as chief president from 1924 to 1925 and founding president of the Primary Producers Union in 1926. On 9 January 1926 he married Edith Emily Taylor. In 1928 McCann was elected to the Victorian Legislative Council for North Western Province, representing the Country Progressive Party. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Kerang, Victoria
Kerang is a rural town on the Loddon River in northern Victoria in Australia. It is the commercial centre to an irrigation district based on livestock, horticulture, lucerne and grain. It is located north-west of Melbourne on the Murray Valley Highway a few kilometres north of its intersection with the Loddon Valley Highway, elevation . At the , Kerang had a population of 3,893. Lake Charm
Lake Charm is a small town situated on the Murray Valley Highway, just west of a lake of the same name. Located in the northwest of Victoria, Australia, within the Shire of Gannawarra. Lake Charm is 19 km from Kerang. At the , Lake Charm and the surrounding area had a population of 311. The area is a popular destination for waterskiing, boating, duck hunting, fishing and scenic drives. It is south of Swan Hill, the nearest large town. Lakes Lake Charm has a surface area of 457 hectares and is especially noted for its large redfin. Just north of Lake Charm is Racecourse Lake, which is a good fishing spot with picnic facilities. Victorian Farmers Union
The Victorian Farmers' Union (VFU) was an association of farmers and primary producers formed in 1914 in the Australian state of Victoria. Although initially formed as an "absolutely non-political" entity, the VFU became a political party in 1916, and nominated candidates for the 1917 state election and subsequent elections. In later years it used the names Victorian Country Party, then United Country Party and is now the National Party of Australia – Victoria. At the 1917 election, because the support for the VFU was concentrated in rural seats, it won four of the 11 seats in the Victorian Legislative Assembly it contested, gaining about 6% of the vote state-wide. In 1918 it also won its first seat in the federal parliament, after preferential voting was introduced.
