William L. Richards
William L. Richards (February 7, 1881 – April 10, 1941) was a member of the Wisconsin State Senate. He was born in Milwaukee, Wisconsin. He graduated from Marquette University and the Milwaukee Law School. Career Richards represented the 4th district of the Senate from 1913 to 1916, but was unseated in a five-way Republican primary by challenger Herman C. Schultz Herman C. Wisconsin State Senate
The Wisconsin Senate is the upper house of the Wisconsin State Legislature. Together with the larger Wisconsin State Assembly they constitute the legislative branch of the state of Wisconsin. The powers of the Wisconsin Senate are modeled after those of the U.S. Senate. The Wisconsin Constitution ties the size of the State Senate to that of the Assembly, by limiting its size to no less than 1/4, nor more than 1/3, of the size of the Assembly. Currently, Wisconsin is divided into 33 Senate Districts (1/3 of the current Assembly membership of 99) apportioned throughout the state based on population as determined by the decennial census, for a total of 33 senators. The Milwaukee Law School, founded in 1892 as the Milwaukee Law Class, was a law school in Milwaukee, Wisconsin which originated as a student-owned cooperative with two volunteer instructors. The 4th Senate District of Wisconsin is one of 33 districts in the Wisconsin State Senate. Located in southeast Wisconsin, the district is entirely contained within northern Milwaukee County.
