William Francis Bailey
William Francis Bailey, Sr., (June 20, 1842April 5, 1915) was an American lawyer, jurist, and Democratic politician. He was the 6th and 10th mayor of Eau Claire, Wisconsin, and served six years as a Wisconsin circuit court judge. During the American Civil War, he served as a Union Army officer in the New York volunteer infantry. Early life Bailey was born on June 20, 1842, in Carmel, New York, son of Benamin Bailey, a lawyer. Bailey came to Eau Claire in 1867 at the age of 25. Career During the American Civil War, he served with the Union Army, enlisting as a corporal with the 38th New York Infantry Regiment, he was later commissioned as a captain in the 95th New York Infantry Regiment. After serving as district attorney of Eau Claire County, Wisconsin, Bailey served as the sixth and tenth mayor of Eau Claire, elected in 1877, 1882, and 1883. Wisconsin Circuit Courts
The Wisconsin circuit courts are the general trial courts in the state of Wisconsin. There are currently 69 circuits in the state, divided into 10 judicial administrative districts. Circuit court judges hear and decide both civil and criminal cases. Each of the 249 circuit court judges are elected and serve six-year terms. On March 6, 2020, Governor Tony Evers signed bipartisan legislation to create 12 new circuit court branches, with four seats to be added each year from 2021 to 2023. Structure of the circuit courts The circuit court system is composed of 69 circuits, with 66 circuits serving a single county, and three circuits serving two counties each. The 1890 United States House of Representatives elections were held in the middle of President Benjamin Harrison's term. A stagnant economy which became worse after the Panic of 1890, combined with a lack of support for then Representative William McKinley's (defeated in the election) steep tariff act, which favored large industries at the expense of consumers, led to a sharp defeat for Harrison's Republican Party, giving a large majority to the Democratic Party and presaging Harrison's defeat in the 1892 United States presidential election.
