William Edward Payne
William "Bill" Edward Payne (born July 4, 1933) is a former provincial politician from Alberta, Canada. He served as a member of the Legislative Assembly of Alberta from 1979 to 1993 sitting with the governing Progressive Conservative caucus. Premier Peter Lougheed appointed Payne to the Executive Council of Alberta. He briefly served as a minister without portfolio from 1982 to 1986. Payne was a member of the Church of Jesus Christ of Latter-day Saints.Roy A. 1979 Alberta General Election
The 1979 Alberta general election was held on March 14, 1979, to elect members of the Legislative Assembly of Alberta, which had been expanded to 79 seats. The Progressive Conservative Party of Peter Lougheed won its third consecutive term in government. During the campaign, some Progressive Conservatives spoke of winning "79 in '79", i.e., all 79 seats in the legislature. This harkened back to Social Credit's unofficial slogan from the 1963 election, "63 in '63". The Tories came up short of this goal, and actually lost over five percentage points of the popular vote. Nonetheless, they still won an overwhelming majority, with 74 seats. Social Credit held on to the four seats they had won in the 1975 election, and formed the official opposition in the legislature. 1989 Alberta General Election
The 1989 Alberta general election was held on March 20, 1989, to elect members of the Legislative Assembly of Alberta. Many political observers were surprised by the early election call as less than three years had passed since the previous election. Premier Don Getty, in his second election as Progressive Conservative Party leader, led it to its sixth consecutive term in government, although supported by less than half the votes cast in the election. Despite losing a significant share of the popular vote, the PC's benefited from a split vote between the two main opponents Liberals and NDP. Together those two parties received 55 percent of the vote to the Conservative's 44 percent. The Conservatives sustained a net loss of only two seats in the legislature. The Western Canada Concept was a Western Canada, Western Canadian federal political party founded in 1980 to promote the separation of the provinces of Manitoba, Saskatchewan, Alberta and British Columbia, and the Yukon and Northwest Territories (which included present-day Nunavut) from Canada in order to create a new nation. 1982 Alberta General Election
The 1982 Alberta general election was held on November 2, 1982, to elect members of the Legislative Assembly of Alberta. Less than four years had passed since the Progressive Conservatives won their landslide victory in 1979. Premier Peter Lougheed decided to call a snap election to catch fledgling new parties off guard, most notably the separatist Western Canada Concept which was capitalizing on anger over Lougheed's perceived weakness in dealings with the federal government, in particular his acceptance of the hugely unpopular National Energy Program. The WCC's Gordon Kesler had won a by-election earlier in the year, and Lougheed decided that it would be wise to stage a showdown with the WCC sooner rather than later.
