Kootenay (provincial Electoral District)
Kootenay was a provincial electoral district in the province of British Columbia, Canada, from 1871 to 1890. It was originally a two-member riding until the 1875 election; from 1878, it was a one-member seat until its partition for the 1890 election into East Kootenay and West Kootenay. For the 1966 election, the riding-name was re-established, but the area described was only the East Kootenay and included none of the West Kootenay. By-election
A by-election, also known as a special election in the United States and the Philippines, a bye-election in Ireland, a bypoll in India, or a Zimni election (Urdu: ضمنی انتخاب, supplementary election) in Pakistan, is an election used to fill an office that has become vacant between general elections. A vacancy may arise as a result of an incumbent dying or resigning, or when the incumbent becomes ineligible to continue in office (because of a recall, election or appointment to a prohibited dual mandate, criminal conviction, or failure to maintain a minimum attendance), or when an election is invalidated by voting irregularities. In some cases a vacancy may be filled without a by-election or the office may be left vacant. Charles Gallagher (British Columbia Politician)
Charles Gunter Gallagher (September 21, 1925 – June 20, 2007) was a farmer and political figure in New Brunswick, Canada. He represented Carleton County and then Carleton North in the Legislative Assembly of New Brunswick as a Progressive Conservative member from 1970 to 1987. He was born in Centreville, New Brunswick, the son of James Isaac Gallagher and May Irene Gunter. Gallagher was educated at the Nova Scotia Agricultural College, Macdonald College and McGill University. In 1948, he married Kathleen Frances Olmstead. Gallagher was speaker for the provincial assembly from 1985 to 1987. He served in the province's Executive Council as Minister of Education from 1976 to 1982 and Minister of Health from 1982 to 1985. Gallagher was defeated by Fred Harvey when he ran for reelection in 1987. From 1991 to 1993, he was a member of a Commission examining Rural Land Use and Environmental Concerns in the province. Arthur Wellesley Vowell
Arthur Wellesley Vowell (September 17, 1841 – September 26, 1918) was an Irish-born civil servant and political figure in British Columbia. He represented Kootenay in the Legislative Assembly of British Columbia from 1875 to 1876. He was born in Tipperary, the son of Richard Prendergast Vowell, was educated there and served in the Irish militia from 1858 to 1860. In 1862, he came to British Columbia, travelling to Cariboo, where he tried his hand at mining to little avail. Vowell then moved to Victoria, staying there until 1866 and subsequently moving to Big Bend. He was named chief constable there, serving in that post until 1872, when he was named gold commissioner and stipendiary magistrate Stipendiary magistrates were magistrates that were paid for their work (they received a stipend). Robert Leslie Thomas Galbraith
Robert Leslie Thomas "'R.L.T." Galbraith (1841 – May 12, 1924) was an Ireland, Irish-born merchant and political figure in British Columbia. He represented Kootenay (provincial electoral district), Kootenay in the Legislative Assembly of British Columbia from 1877 to 1886. Biography Robert Leslie Thomas was born in Raphoe, County Donegal in 1841, the son of Professor Galbraith, of Scotland, Scottish descent. He was educated at the Royal and Prior School, Royal College there. In 1870, he came to Fort Steele, British Columbia, Fort Steele on the Kootenay River, at that time known as Galbraith's Ferry, to join his brother John who was operating a ferry and general store there. Galbraith was first elected to the assembly in an 1877 by-election held following the death of William Cosgrove Milby. He was chairman of the assembly's Committee of Ways and Means and Supplies.
