Western States Petroleum Association (WSPA) is a non-profit trade association that represents companies that account for the bulk of petroleum exploration, production, refining, transportation and marketing in the six western states of Arizona, California, Hawaii, Nevada, Oregon and Washington. Founded in 1907, WSPA is the oldest petroleum trade association in the United States of America. WSPA's headquarters are located in Sacramento, California. Additional WSPA locations include offices in Torrance; Santa Barbara; Bakersfield; Scottsdale, Arizona and Olympia, Washington. The current WSPA president is Catherine Reheis-Boyd. Global Warming Solutions Act Of 2006
The Global Warming Solutions Act of 2006, or Assembly Bill (AB) 32, is a California State Law that fights global warming by establishing a comprehensive program to reduce greenhouse gas emissions from all sources throughout the state. AB32 was co-authored by then-Assemblymember Fran Pavley (D-Agoura Hills) and then-Speaker of the California Assembly Fabian Nunez (D-Los Angeles) and signed into law by Governor Arnold Schwarzenegger on September 27, 2006. On June 1, 2005, Governor Schwarzenegger signed an executive order known as Executive Order S-3-05 which established greenhouse gas emissions targets for the state. The executive order required the state to reduce its greenhouse gas emissions levels to 2000 levels by 2010, to 1990 levels by 2020, and to a level 80% below 1990 levels by 2050.
