Wet Feet, Dry Feet Policy
The wet feet, dry feet policy or wet foot, dry foot policy was the name given to a former interpretation of the 1995 revision of the application of the Cuban Adjustment Act of 1966 that essentially says that anyone who emigrated from Cuba and entered the United States would be allowed to pursue residency a year later. Prior to 1995, the U.S. government allowed all Cubans who reached U.S. territorial waters to remain in the U.S. After talks with the Cuban government, the Clinton administration came to an agreement with Cuba that it would stop admitting people intercepted in U.S. waters. For two decades thereafter, any Cuban caught on the waters between the two nations (with "wet feet") would summarily be returned to Cuba or sent to a third country, while one who made it to shore ("dry feet") got a chance to remain in the United States, and later would qualify for expedited "legal permanent resident" status in accordance with the 1966 Act and eventually U.S. citizenship. The 1994 Cuban rafter crisis which is also known as the 1994 Cuban raft exodus or the Balsero crisis was the emigration of more than 35,000 Cubans to the United States via makeshift rafts. The exodus occurred over five weeks following rioting in Cuba; Fidel Castro announced in response that anyone who wished to leave the country could do so without any hindrance. Fearing a major exodus, the Clinton administration would mandate that all rafters captured at sea be detained at the Guantanamo Bay Naval Base. History Background After the collapse of the Soviet Union and the beginning of the Special Period in Cuba the United States Coast Guard noticed an uptick in rafters from Cuba attempting to flee to the United States. In 1991 there were 2,203 intercepted, and 3,656 intercepted in 1993. Mariel Boatlift
The Mariel boatlift () was a mass emigration of Cubans who traveled from Cuba's Mariel Harbor to the United States between 15 April and 31 October 1980. The term "" (plural "Marielitos") is used to refer to these refugees in both Spanish and English. While the exodus was triggered by a sharp downturn in the Cuban economy, it followed on the heels of generations of Cubans who had immigrated to the United States in the preceding decades. After 10,000 Cubans tried to gain asylum by taking refuge on the grounds of the Peruvian embassy, the Cuban government announced that anyone who wanted to leave could do so. The ensuing mass migration was organized by Cuban Americans, with the agreement of Cuban President Fidel Castro. The arrival of the refugees in the United States created political problems for US President Jimmy Carter. The Carter administration struggled to develop a consistent response to the immigrants, and many of the refugees had been released from jails and mental heal ...

Freedom Flights
Freedom Flights (known in Spanish as ''Los vuelos de la libertad'') transported Cubans to Miami twice daily, five times per week from 1965 to 1973. Its budget was about $12 million and it brought an estimated 300,000 refugees, making it the "largest airborne refugee operation in American history." The Freedom Flights were an important and unusual chapter of cooperation in the history of Cuban-American foreign relations, which is otherwise characterized by mutual distrust. The program changed the racial makeup of Miami and fueled the growth of the Cuban-American enclave there. Background Previous emigration Political discontent led to the 1959 Cuban Revolution, which caused the beginning of massive Cuban-American immigration. Those factors combined to create in Cuba an atmosphere that was, according to scholar Aviva Chomsky, "ripe for revolution," which Castro exploited to gain power. In the immediate wake of the revolution, emigration started with the most affluent classes. ...

Operation Peter Pan
Operation Peter Pan (or Operación Pedro Pan) was a clandestine exodus of over 14,000 unaccompanied Cuban minors ages 6 to 18 to the United States over a two-year span from 1960 to 1962. They were sent after parents feared that Fidel Castro and the Communist party were planning to terminate parental rights and place minors in communist indoctrination centers, commonly referred to as the ''Patria Potestad''. The program consisted of two main components: the mass evacuation of Cuban children via airplane to the United States – Miami as a particularly common hub – and the programs set up to care for them once they arrived. Both were led by Father Bryan O. Walsh of the Catholic Welfare Bureau. The operation was the largest exodus of minor refugees in the Western Hemisphere at the time. It operated covertly out of fear that it would be viewed as an anti-Castro political enterprise. Origins Aftermath of the Cuban Revolution Following the Cuban Revolution of 1959, but more im ...

Cuban Exile
A Cuban exile is a person who emigrated from Cuba in the Cuban exodus. Exiles have various differing experiences as emigrants depending on when they migrated during the exodus. Demographics Social class Cuban exiles would come from various economic backgrounds, usually reflecting the emigration wave they were a part of. Many of the Cubans who would emigrate early were from the middle and upper class, but often brought very little with them when leaving Cuba. Small Cuban communities were formed in Miami and across the United States and populated with small Cuban owned businesses. By the Freedom Flights many emigrants were middle class or blue-collar workers, due to the Cuban government's restrictions on the emigration of skilled workers. Many exiled professionals were unlicensed outside Cuba and began offering their services in the informal economy. Cuban exiles also used Spanish language skills to open import-export businesses tied to Latin America. By the 1980s many Cuban exil ...
