The U.S. state of Washington has had a system of direct voting since gaining statehood in 1889. Citizens and the state legislature both have the ability to place new legislation, or legislation recently passed by the state legislature, on the ballot for a popular vote. Washington has three types of ballot measures that can be voted on in a general election: initiatives, referendums, and legislatively referred constitutional amendments. In order to be placed on the ballot, supporters of a measure must gather signatures from registered voters. From 1898 to 1912, the only ballot measures allowed were legislatively referred constitutional amendments. In 1912, an amendment successfully passed to create a citizen-led process for initiatives and referendums, and the first successful initiative was passed in 1914. Ralph Munro
Ralph Davies Munro (born June 25, 1943) is a retired American Republican politician who previously served as the 13th Secretary of State of Washington. First elected in 1980, he served five terms. Munro was born in 1943 in Seattle, Washington, and grew up on Bainbridge Island. He is a graduate of Western Washington University holding a B.A. in Education and Political Science. Munro's first job with the state was as a supply clerk working in the basement of the capitol building. Governor Daniel J. Evans appointed Munro as the state's first volunteer coordinator in 1969. The Washington Department of Fish and Wildlife (WDFW) is a department of the government of the state of Washington, United States of America. The WDFW manages over a million acres of land, the bulk of which is generally open to the public, and more than 500 water access sites.
