As of June 1, 2018, the station went silent. History 2003 license renewal fine Former owner James Rouse/The Minority Voice was issued a $13,000 fine for failure to renew WTOW's license in a timely manner in August 2003 leading up to its expiration date of December 1, 2003. Washington is a city in Beaufort County, North Carolina, United States, located on the northern bank of the Pamlico River. The population was 9,744 at the 2010 census. AM broadcasting is radio broadcasting using amplitude modulation (AM) transmissions. It was the first method developed for making audio radio transmissions, and is still used worldwide, primarily for medium wave (also known as "AM band") transmissions, but also on the longwave and shortwave radio bands.
