WQRZ-LP (103.5 FM) is non-commercial low-power FM community radio station licensed to Bay Saint Louis, Mississippi, United States. The station is currently owned by the Hancock County Amateur Radio Association. History On August 14, 2001 Brice Phillips (KB5MPW), President of the Hancock County Amateur Radio Association, was granted a construction permit to build the first solar powered LPFM Broadcast Station, which combined Broadcasting with Amateur radio. WQRZ-LP signed on the air January 29, 2003. Hurricane Katrina On August 27, 2005 Brice Phillips moved WQRZ-LP to the Hancock County Emergency Operations Center (EOC) in advance of Hurricane Katrina. WQRZ-LP was one of the 4 out of 41 Broadcast Stations that survived Katrina, the only station at Ground Zero. After Katrina the Federal Communications Commission allowed WQRZ to increase their power from 100 watts to 4000 watts under special temporary authority, another first in history. Bay St. Louis is a city in and the county seat of Hancock County, Mississippi, in the United States. Located on the Gulf Coast on the west side of the Bay of St. Louis, it is part of the Gulfport–Biloxi Metropolitan Statistical Area. As of 2010, Bay St. Louis’ population was 9,260. History The first European settlers in this area were French colonists, whose culture still influences the small city and who imported slaves from Africa. A Louisiana Creole population developed, featuring people of color as well as white colonists of largely French descent. The county was organized by European Americans, who named it after John Hancock, who was a Founding Father of the United States. While more Protestant Americans migrated into this area after Indian Removal in the 1830s, there are still many Catholic families, some dating to both African and French ancestors of the colonial era. Emergency Alert System
The Emergency Alert System (EAS) is a national warning system in the United States designed to allow authorized officials to broadcast emergency alerts and warning messages to the public via cable, satellite, or broadcast television, and both AM/ FM and satellite radio. The EAS became operational on January 1, 1997, after being approved by the Federal Communications Commission (FCC) in November 1994, replacing the Emergency Broadcast System (EBS). Its main improvement over the EBS, and perhaps its most distinctive feature, is its application of a digitally encoded audio signal known as Specific Area Message Encoding (SAME), which is responsible for the "screeching" or "chirping" sounds at the start and end of each message. Herbert "Sarge" Phelps
Herbert "Sarge" Phelps is a New Orleans born pioneer of progressive talk-radio in the south. Phelps graduated from the University of Southern Mississippi with a B.S. in Sports Administration and Coaching in 1983. After Hurricane Katrina hit the Gulf Coast region, Phelps came out of retirement to become an activist for Katrina issues. Radio career Phelps began giving reports on the Mike Malloy Show on Air America in 2005. A great deal of his reports covered the lack of governmental response to Hurricane Katrina and the hardships that the victims were suffering. Phelps continued reporting on Air America until 2007 when moved to his own radio show, first known as the "Unreported News Radio Show". The show became the first progressive radio show to air regularly on a terrestrial station in Mississippi on WQRZ FM.
