WDTB-LD, virtual channel 39 ( UHF digital channel 18), is a low-powered Daystar owned-and-operated television station licensed to Buffalo, New York, United States. The station is owned by the Word of God Fellowship. The station's signal on channel 40 was inactive/off the air due to a technical conflict with the digital signal of CFTO-TV; Toronto's digital signal also being on channel 40, though it is 65 miles away, but has returned to the air at some point following the Canadian digital transition, on August 31, 2011. History The station was granted a broadcast license on May 31, 1989, under the call sign W39BC on channel 39, but did not sign on until 1993. When CBS affiliate WIVB-TV (channel 4) was granted channel 39 for its digital signal in 1997, W39BC was displaced, but allowed to move to channel 40, and gained the call-sign of WBUF-LP (no relation to the former WBUF-TV or the current WBUF-FM). WBUF-TV was a television station that broadcast on ultra high frequency (UHF) channel 17 in Buffalo, New York, United States. It broadcast from August 17, 1953, to February 1955 and again from March 1955 until the morning of October 1, 1958. The first of two early UHF television stations in Buffalo, the station—like others in its day—struggled to gain traction because of coverage and reception issues specific to UHF stations and not experienced by their very high frequency (VHF) counterparts. The station went on the air under the aegis of local owners. After its initial shutdown in February 1955, it was bought by NBC in part as an experiment hoping to mitigate the issues ailing UHF broadcasting across the country and also because revised ownership rules allowed station groups to purchase additional UHF stations. In the broadcasting industry, a dark television station or silent radio station is one that has gone off the air for an indefinite period of time. Usually unlike dead air (broadcasting only silence), a station that is dark or silent does not even transmit a carrier signal. U.S. law Transmitter operations According to the U.S. Federal Communications Commission (FCC), a radio or television station is considered to have gone dark or silent if it is to be off the air for thirty days or longer. Prior to the Telecommunications Act of 1996, a "dark" station was required to surrender its broadcast license to the FCC, leaving it vulnerable to another party applying for it while its current owner was making efforts to get it back on the air. In North American broadcasting, a local marketing agreement (LMA), or local management agreement, is a contract in which one company agrees to operate a radio or television station owned by another party. In essence, it is a sort of lease or time-buy. Under Federal Communications Commission (FCC) regulations, a local marketing agreement must give the company operating the station (the "senior" partner) under the agreement control over the entire facilities of the station, including the finances, personnel and programming of the station. Its original licensee (the "junior" partner) still remains legally responsible for the station and its operations, such as compliance with relevant regulations regarding content.
