Víctor Manuel Barbosa Borges (born 24 May 1955 in Assomada, Santa Catarina, Santiago) is a Cape Verdean politician. He was appointed as Minister of Foreign Affairs of the country in April 2004. In April 2004, he visited Paris, France. He made another visit to France and met Brigitte Girardin on October 7, 2005. On October 30, 2006, he made his third visit to Paris and signed the Partnership Document. In November 2007, he signed a Special Partnership with the European Union. Fátima Veiga
Maria de Fátima da Veiga (born June 22, 1957) is a Cape Verdean politician and diplomat. Veiga was the foreign minister from 2002–2004. She was the first female foreign minister in Cape Verde's history. Veiga was born on the island of São Vicente. She later attended some higher education institutes including the University of Aix-en-Provence in the south of France, the German Foundation in Berlin, the Prague and in Brazil. In 1980, she started to work for the Cape Verdean Ministry of External Affairs. Between 2001 and 2002, she was the Ambassador of Cape Verde to Cuba. When she was a foreign minister, she visited Paris from January 9 to 12, 2002. For a few years in 2007 she was the Ambassador of Cape Verde to the United States. Alain Joyandet (born 15 January 1954) is a French politician who was appointed Secretary of State for Cooperation and Francophony in the government of François Fillon from 18 March 2008 to July 2010. Prior to that, he was CEO of the Société Nouvelle des Éditions Comtoises (SNEC), a publisher of weekly newspapers and journals. He is a journalist by training. Brigitte Girardin (born 12 January 1953 in Verdun, Meuse, France) is a French diplomat and politician. She was the minister of Overseas France under Jacques Chirac from 7 May 2002 to 2 June 2005. José Brito
José Brito (born 19 March 1944) is a Cape Verdean politician. Biography Brito was born in Dakar, Senegal (then a French colony) to Cape Verdean parents. Later in his years, he moved to Cape Verde. Brito holds a bachelor of science in mathematics and master of sciences in physics and chemistry at the University of Abidjan in the Ivory Coast and a high diploma studies in chemical engineering at the Institut français du pétrole in France. Brito worked as vice-president of governmental relations for Ocean Energy, Oil Company in Texas, USA from 1992 to 1996. From 2001 to 2006, he served as Cape Verde's ambassador to the United States, Canada, and Mexico, before taking up the position of Minister of Economy, Growth and Competitiveness from 2006 to 2008.
