Vladimir Aleksandrovich Karpov (russian: Владимир Александрович Карпов; 27 October 1948 - 19 May 2015) was a Russian politician, who was the governor (head) of Bryansk Oblast from 1993 to 1995. Biography Vladimir Karpov was born on 27 October 1948 in the village of , Arkhangelsk Oblast, in what was then the Russian Soviet Federative Socialist Republic, in the Soviet Union. He graduated from the Leningrad Financial and Credit College and the Moscow Financial and Economic Institute. Karpov worked as an inspector of the State Insurance in the village of Krasnaya Gora, in Bryansk Oblast, in the planning and economic department of the Bryansk regional executive committee. From 1992 to 1993, he was the head of the Territorial Committee for State Property Management of the Bryansk Oblast. Yury Yevgenyevich Lodkin (russian: Юрий Евгеньевич Лодкин; born 26 March 1938), is a Russian politician who served two terms as governor of Bryansk Oblast, the first in 1993, and the second from 1996 to 2004. Lodkin was also a member of the State Duma's second convocation, from 1995 to 1996, as a member of the Communist Party of the Russian Federation. Biography Yury Lodkin was born in the city of Dyatkovo, Oryol Oblast, in the Russian Soviet Federative Socialist Republic, Soviet Union, on 26 March 1938. His family were accused of helping Soviet partisans during the Second World War, resulting in the four-year old Yury and his mother spending one and a half years in a concentration camp in Alytus, Lithuania. Bryansk ( rus, Брянск, p=brʲansk) is a city and the administrative center of Bryansk Oblast, Russia, situated on the River Desna, southwest of Moscow. Population: Geography Urban layout The location of the settlement was originally associated with navigable river-routes and was located in the area of the Chashin Kurgan, where the fortress walls were erected.
