The state highway is known as Seminary Road and Janneys Lane on its course from Interstate 395 (Virginia), Interstate 395 (I-395) east to Virginia State Route 7, SR 7 within the independent city of Alexandria, Virginia, Alexandria. Route description SR 420 begins at a three-level diamond interchange with I-395 (Henry G. Shirley Memorial Highway). The roadway continues west as an unnumbered segment of Seminary Road that passes by the Mark Center Building, a massive office building for the United States Department of Defense, on its way to Bailey's Crossroads, Virginia, Bailey's Crossroads. Right-in/right-out (RIRO) and left-in/left-out (LILO) refer to a type of three-way road intersection where turning movements of vehicles are restricted. A RIRO permits only right turns and a LILO permits only left turns. "Right-in" and "left-in" refer to turns from a main road ''into'' an intersection (or a driveway or parcel); "right-out" and "left-out" refer to turns ''from'' an intersection (or a driveway or parcel) to a main road. Bailey's Crossroads is a census-designated place (CDP) in Fairfax County, Virginia, United States. The population was 24,749 at the 2020 census. Bailey's Crossroads lies at the crossroads of State Route 7 (Leesburg Pike) and State Route 244 ( Columbia Pike). Etymology Bailey's Crossroads draws its name from the Bailey family of circus fame, which has long been connected with the community. Hachaliah Bailey, one of America's first circus showmen, resided here. In 1808, while still in New York state, he purchased an Indian elephant which was one of the first such animals to reach the United States.
