The 'Virginia Legislative Black Caucus'' is an American political organization composed of Black members elected to the Virginia General Assembly. Mission The Virginia Legislative Black Caucus (VLBC) is committed to improving the economic, educational, political, and social conditions of African Americans, as well as historically underrepresented groups in Virginia. A vital part of VLBC’s mission is to raise the consciousness of other groups to the contributions made by African Americans to the Commonwealth and the Nation. Rev. Delores L. McQuinn (born November 26, 1954 in Henrico County, Virginia) is an American politician of the Democratic Party. On January 6, 2009 she was elected to the Virginia House of Delegates, representing the 70th district, made up of parts of Chesterfield and Henrico Counties and the city of Richmond. Rosalyn Randolph Dance (born February 10, 1948) is an American politician, who served in the Senate of Virginia from 2014 until 2020. She was a member of the Virginia House of Delegates from 2005 to 2014, and was mayor of Petersburg, Virginia from 1992 to 2004. Dance is a member of the Democratic Party.
