The United States National Security Council (NSC) is the principal forum used by the President of the United States for consideration of national security, military, and foreign policy matters. Based in the White House, it is part of the Executive Office of the President of the United States, and composed of senior national security advisors and Cabinet officials. Since its inception in 1947 by President Harry S. Truman, the function of the Council has been to advise and assist the President on national security and foreign policies. Covert Operation
A covert operation is a military operation intended to conceal the identity of (or allow plausible deniability by) the party that instigated the operation. Covert operations should not be confused with clandestine operations, which are performed in secret and meant to stay secret. Covert operations aim to secretly fulfill their mission objectives without anyone knowing who sponsored or carried out the operation, or in some cases, without anyone knowing that the operation has even occurred. Impact According to a 2018 study by University of Chicago political scientist Austin Carson, covert operations may have the beneficial effect of preventing escalation of disputes into full-blown wars. Valerie Elise Plame (born August 13, 1963) is an American writer, spy novelist, and former Central Intelligence Agency (CIA) officer. As the subject of the 2003 Plame affair, also known as the CIA leak scandal, Plame's identity as a CIA officer was leaked to and subsequently published by Robert Novak of ''The Washington Post''. In the aftermath of the scandal, Richard Armitage in the U.S. Department of State was identified as one source of the information, and Scooter Libby, Chief of Staff to Vice President Dick Cheney, was convicted of lying to investigators. After a failed appeal, President George W. Bush commuted Libby's sentence and in 2018, President Donald Trump pardoned him. No one was formally charged with leaking the information. Farouk Hijazi ( ar, فاروق حجازي) is a former Iraqi government official who served the Iraqi government during the rulership of Saddam Hussein. Hijazi served as Hussein's Director of External Operations for the Mukhabarat, the Iraqi intelligence service for many years before becoming Iraq's ambassador to Turkey. The United States government claimed that while he was ambassador to Turkey, Hijazi made several trips in which he came into contact with members of al-Qaeda. Lockerbie (, gd, Locarbaidh) is a small town in Dumfries and Galloway, south-western Scotland. It is about from Glasgow, and from the border with England. The United Kingdom Census 2001, 2001 Census recorded its population as 4,009. Pan Am Flight 103 was a regularly scheduled Pan Am transatlantic flight from Frankfurt to Detroit via a stopover in London and another in New York City. The transatlantic leg of the route was operated by ''Clipper Maid of the Seas'', a Boeing 747-121 registered N739PA. Shortly after 19:00 on 21 December 1988, while the aircraft was in flight over the Scottish town of Lockerbie, it was destroyed by a bomb that had been planted on board, killing all 243 passengers and 16 crew in what became known as the Lockerbie bombing. Large sections of the aircraft crashed in a residential street in Lockerbie, killing 11 residents.
