Verner Hans Puurand
Verner Hans Puurand (until 1938 Puurmann; 14 September 1904 – 12 June 1983) was an Estonian Naval officer and politician. From 1973 to 1977 he was a minister of Estonian government-in-exile. He was born in Narva. In 1928 he graduated from Tondi military school. In 1939 he was temporary commander of the submarine Kalev. In 1944 he fled to Germany, then later to Australia. Estonian Government-in-exile
The Estonian government-in-exile was the formally declared governmental authority of the Republic of Estonia in exile, existing from 1944 until the reestablishment of Estonian sovereignty over Estonian territory in 1991 and 1992. It traced its legitimacy through constitutional succession to the last Estonian government in power prior to the Soviet invasion of 1940. During its existence, it was the internationally recognized government of Estonia. Background The USSR occupied Estonia on June 14, 1940. Soviet authorities arrested President Konstantin Päts and deported him to the USSR where he died in prison in 1956. Many members of the current and past governments were deported or executed, including eight former heads of state and 38 ministers. Those who survived went underground. EML ''Kalev'' was one of two submarines of the Republic of Estonia launched in 1936 at Vickers and Armstrongs Ltd. in England. Her sister, , survived the Second World War. History ''Kalev'' was a second pre-war Estonian Navy submarine. Estonia is a maritime nation and, like every country with a long coastline, had to defend its territorial waters. Based on the experiences of World War I, the submarines found their proper application in the pre-Second World War Estonian Navy.
