Virginia's second congressional district is a U.S. congressional district in the Commonwealth of Virginia. It currently encompasses all of Accomack, Northampton, and York Counties; all of the independent cities of Virginia Beach and Williamsburg; and parts of the independent cities of Norfolk and Hampton. However, its boundaries have changed greatly over the centuries; it initially encompassed what became West Virginia after the American Civil War. Republican Scott Rigell defeated Democrat Glenn Nye in the November 2, 2010, election, and took his seat January 3, 2011, until 2017, when he was succeeded by Scott Taylor. The district has a significant military presence. It includes three military installations: NAS Oceana, Joint Expeditionary Base (JEB) Little Creek/Fort Story, and NAS Oceana Dam Neck Annex, all located in Virginia Beach. The 2016 United States House of Representatives elections in Virginia was held on Election Day, November 8, 2016, to elect the 11 U.S. representatives from the state of Virginia, one from each of the state's 11 congressional districts. Elaine Goodman Luria (; ; born August 15, 1975) is an American politician and US Navy veteran serving as the U.S. representative from since 2019. Luria's congressional district includes most of Hampton Roads, including all of Virginia Beach, Williamsburg, and Poquoson and parts of Norfolk and Hampton. Before running for Congress, she served as a naval officer for 20 years. Luria rose to the rank of commander and spent most of her career aboard ship. She defeated Republican incumbent Scott Taylor in 2018 and was reelected in a rematch against Taylor in 2020, before losing her bid for a third term to Republican Jen Kiggans in 2022. Naval Air Station (NAS) Oceana or NAS Oceana is a United States Navy Naval Air Station located in Virginia Beach, Virginia. Nowadays, the station is located on 23.9 km2. John Warner
John William Warner III (February 18, 1927 – May 25, 2021) was an American lawyer and politician who served as the United States Secretary of the Navy from 1972 to 1974 and as a five-term Republican U.S. Senator from Virginia from 1979 to 2009. Warner served as Chairman of the Senate Armed Services Committee from 1999 to 2001, and again from 2003 to 2007. He also served as the Chair of the Senate Rules Committee from 1995 to 1999. Warner was a veteran of the Second World War and Korean War, and was one of five World War II veterans serving in the Senate at the time of his retirement. He did not seek reelection in 2008. The 1996 United States presidential election was the 53rd quadrennial presidential election, held on Tuesday, November 5, 1996. Virginia's third congressional district is a United States congressional district in the Commonwealth of Virginia, serving the independent cities of Norfolk, Newport News, Hampton, Portsmouth, and part of the independent city of Chesapeake. Jennifer Ann Kiggans ( née Moore; born June 18, 1971) is an American politician and nurse practitioner serving as the U.S. representative for Virginia's 2nd congressional district. A Republican, Kiggans is a former United States Navy helicopter pilot. She defeated incumbent Elaine Luria in the 2022 election.
