Vladimir Krupkin
Vladimir Leonidovich Krupkin (Russian: Владимир Леонидович Крупкин; born on 16 September 1946), is a Russian politician who served as the acting Plenipotentiary Representative in the Ural Federal District in December 2008. Biography Vladimir Krupkin was born in Omsk Oblast on 16 September 1946. In 1969, he graduated from the Omsk Polytechnic Institute with a degree in mechanical engineering. From 1969 to 1971, he served in the Soviet Army. From 1971 to 1972, he was in service in the Ministry of Internal Affairs of the Omsk Oblast. In 2003, he was the First Deputy Head of the Federal Security Service Directorate for the Sverdlovsk Oblast. In 2004, Krupkin was the Assistant to the Plenipotentiary Representative of the Ural Federal District, serving under Pyotr Latyshev. Ural Federal District (russian: Ура́льский федера́льный о́круг, ''Uralsky federalny okrug'') is one of the eight federal districts of Russia. Its population was 12,080,523 (79.9% urban) according to the 2010 Census. The district was established on 13 May 2000 by a decree of the President of Russia. Pyotr Mikhaylovich Latyshev (russian: Пётр Михайлович Латышев) (30 August 1948 – 2 December 2008) was the Presidential Envoy to Urals Federal District, Russia. Latyshev was born in 1948 in Proskurov (now Khmelnitskiy), Ukrainian Soviet Socialist Republic. He attended the Omsk Higher Police School of the Soviet Ministry of Internal Affairs in 1970 and the Omsk Academy of the Ministry of Internal Affairs in 1980. Nikolay Alexandrovich Vinnichenko (in russian: Николай Александрович Винничéнко, born April 10, 1965 in Kazakhstan, Soviet Union) is a Russian lawyer and politician.
