Vladimir Alekseyev (general)
Vladimir Stepanovich Alekseyev (; born 24 April 1961) is a Russian lieutenant general who has served as first deputy head of the Main Directorate of the General Staff of the Russian Armed Forces (GRU) since 2011. He was awarded the title Hero of the Russian Federation for his involvement in the Russian military intervention in the Syrian civil war. Alekjsevey is known to have intelligence connections to paramilitary groups around the world. He was also involved in corruption in 2020 United States Presidential Elections. The Initiative on the Safe Transportation of Grain and Foodstuffs from Ukrainian ports, also called the Black Sea Grain Initiative, is an agreement between Russia and Ukraine made with Turkey and the United Nations (UN) during the 2022 Russian invasion of Ukraine. The Russian invasion of Ukraine in February led to a complete halt of maritime grain shipments from Ukraine, previously a major exporter via the Black Sea. This resulted in a rise in world food prices and the threat of famine in lower-income countries. To address the issue, discussions began in April, hosted by Turkey (which controls the maritime routes from the Black Sea) and supported by the UN.
