Biscay (; eu, Bizkaia ; es, Vizcaya ) is a province of Spain and a historical territory of the Basque Country, heir of the ancient Lordship of Biscay, lying on the south shore of the eponymous bay. The capital and largest city is Bilbao. Biscay ( eu, Bizkaia, es, Vizcaya) is one of the 52 constituencies ( es, link=no, circunscripciones) represented in the Congress of Deputies, the lower chamber of the Spanish parliament, the Cortes Generales. The constituency currently elects eight deputies. Its boundaries correspond to those of the Spanish province of Biscay. The electoral system uses the D'Hondt method and a closed-list proportional representation, with a minimum threshold of three percent. Electoral system The constituency was created as per the Political Reform Act 1977 and was first contested in the 1977 general election. The Act provided for the provinces of Spain to be established as multi-member districts in the Congress of Deputies, with this regulation being maintained under the Spanish Constitution of 1978. The Vizcaya Museum and Gardens, previously known as Villa Vizcaya, is the former villa and Estate (land), estate of businessperson, businessman James Deering, of the Deering McCormick-International Harvester fortune, on Biscayne Bay in the present-day Coconut Grove, Miami, Coconut Grove neighborhood of Miami, Miami, Florida. Vizcaya station is a station on the Metrorail rapid transit service station in The Roads neighborhood of Miami, Florida. The station is located near the intersection of Southwest First Avenue and 32nd Road, at the southern terminus of I-95 at South Dixie Highway (US 1) two blocks southeast of Coral Way. ''Vizcaya'' was an armored cruiser of the Spanish Navy that fought at the Battle of Santiago de Cuba during the Spanish–American War. Technical characteristics ''Vizcaya'' was built at Bilbao, Spain. She was laid down in 1889, launched on 8 July 1891, and completed in 1893. She had two funnels and was fast and well armed. Her main armament was mounted on the center line in single barbettes fore and aft.
