Virginia's 78th House of Delegates district elects one of 100 seats in the Virginia House of Delegates, the lower house of the state's bicameral legislature. District 78 represents part of the city of Chesapeake in Hampton Roads, the southern coastal region of Virginia. The seat is currently held by Republican Jay Leftwich. Electoral history 2013 On November 6, 2013, three candidates vied for the open seat in the 78th district, vacated in August of that year when incumbent John Cosgrove won a special election to the state senate. Virginia House Of Delegates
The Virginia House of Delegates is one of the two parts of the Virginia General Assembly, the other being the Senate of Virginia. It has 100 members elected for terms of two years; unlike most states, these elections take place during odd-numbered years. The House is presided over by the Speaker of the House, who is elected from among the House membership by the Delegates. The Speaker is usually a member of the majority party and, as Speaker, becomes the most powerful member of the House. The House shares legislative power with the Senate of Virginia, the upper house of the Virginia General Assembly. Chesapeake is an independent city in the Commonwealth of Virginia, United States. A member of the Republican Party, Leftwich is a member of the Virginia House of Delegates for the 78th district. Leftwich was a member of the Chesapeake School Board. John A. Cosgrove (born June 7, 1954) is an American politician. On August 16, 2013, he was sworn in as a member of the Senate of Virginia, representing the 14th district, after winning an August 6 special election to replace the retiring Harry Blevins.
