Colonel General Viktor Ivanovich Novozhilov (Russian: Виктор Иванович Новожилов; born in 21 September 1939), is a Russian military commander who had served as the Far Eastern Military District from 1991 to 1992, appointed since 1989. Biography Viktor Novozhilov was born in 21 September 1939. He graduated from the 1st Guards Ulyanovsk Tank School named after V. I. Lenin between 1959 and 1962. the Military Academy of the Armored Forces named after Marshal of the Soviet Union R. Ya. Malinovsky, the Military Academy of the General Staff of the Armed Forces named after K. E. Voroshilov. He served as commander of a platoon, company, battalion, tank regiment, chief of staff of a tank division, commander of a motorized rifle division, 1st deputy commander and commander of the 51st combined arms army from September 1984 to January 1987. The Far Eastern Military District (russian: Дальневосточный военный округ; Dalʹnevostochnyĭ voennyĭ okrug) was a military district of the Armed Forces of the Russian Federation. In 2010 it was merged with the Pacific Fleet and part of the Siberian Military District to form the new Eastern Military District. Victor Ivanovich Ishayev (russian: Виктор Иванович Ишаев, born 16 April 1948) is a Russian politician. He had been the Presidential plenipotentiary envoy in the Far Eastern Federal District of Russia from 2009 to 2012, the governor of Khabarovsk Krai from 1991 to 2009, and a Deputy of the Federation Council of the Federal Assembly of the Russian Federation from 1993 to 2001.
