Viktor Kress
Viktor Melkhiorovich Kress (russian: Виктор Мельхиорович Кресс; born 16 November 1948) is a Russian politician. He is best known for serving five terms as governor of Tomsk Oblast, Russia from 1991 to 2012. Biography Kress was born into a peasant family with five brothers and a sister. Both of his parents were ethnic Germans. During his education he also worked on the farm at the village of Yashkino in Kemerovo Oblast. Kress graduated from Novosibirsk Agricultural Institute in 1971 as an agricultural economist and worked as an agronomist in Siberia eventually becoming head of the Rodina Sovkhoz near Tomsk. In 1987, he rose to the position of First Secretary of the CPSU committee of Pervomayskoye rayon, Tomsk Oblast. In 1990, Kress was elected and served as speaker of the Tomsk Oblast Soviet. The Order of Merit of the Federal Republic of Germany (german: Verdienstorden der Bundesrepublik Deutschland, or , BVO) is the only federal decoration of Germany. It is awarded for special achievements in political, economic, cultural, intellectual or honorary fields. It was created by the first President of the Federal Republic of Germany, Theodor Heuss, on 7 September 1951. Colloquially, the decorations of the different classes of the Order are also known as the Federal Cross of Merit (). Tomsk Oblast (russian: То́мская о́бласть, ''Tomskaya oblast'') is a federal subject of Russia (an oblast). It lies in the southeastern West Siberian Plain, in the southwest of the Siberian Federal District. Its administrative center is the city of Tomsk. Population: 1,078,923 (1,047,394 ( 2010 Census)). The development of the territory which now constitutes the oblast began in the early 17th century. Tomsk itself was founded in 1604. The Medal "For Labour Valour" (russian: Медаль «За трудовую доблесть») was a civilian labour award of the Soviet Union bestowed to especially deserving workers to recognise and honour dedicated and valorous labour or significant contributions in the fields of science, culture or the manufacturing industry. It was established on December 27, 1938 by decree of the Presidium of the Supreme Soviet of the USSR. During its existence, its statute was amended three times by further decrees, first on June 19, 1943 to amend its description and ribbon, then on December 16, 1947 to amend its regulations, and finally on July 18, 1980 to confirm all previous amendments.
