Viktor Karpov
Viktor Pavlovich Karpov (russian: Виктор Павлович Карпов; 9 October 1928 – 2 February 1997) was a Russian diplomat, Deputy Soviet Foreign Minister in 1990–1991. Karpov graduated from the Moscow State Institute of International Relations in 1951, and went on to work in various diplomatic posts in the central offices of the Ministry of Foreign Affairs and abroad. From 1960 to 1962, he was the Senior Adviser at the Soviet Embassy in Washington. Penza ( rus, Пе́нза, p=ˈpʲɛnzə) is the largest city and administrative center of Penza Oblast, Russia. It is located on the Sura River, southeast of Moscow. Intermediate-Range Nuclear Forces Treaty
The Intermediate-Range Nuclear Forces Treaty (INF Treaty, formally the Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Elimination of Their Intermediate-Range and Shorter-Range Missiles; / ДРСМД, ) was an arms control treaty between the United States and the Soviet Union (and its successor state, the Russian Federation). US President Ronald Reagan and Soviet General Secretary Mikhail Gorbachev signed the treaty on 8 December 1987. The US Senate approved the treaty on 27 May 1988, and Reagan and Gorbachev ratified it on 1 June 1988. The INF Treaty banned all of the two nations' land-based ballistic missiles, cruise missiles, and missile launchers with ranges of (short medium-range) and (intermediate-range).
