Victor J. Miller
Victor J. Miller (December 6, 1888 in Joplin, Missouri – January 6, 1955 in Kansas City, Missouri) was the 33rd Mayor of Saint Louis, serving from 1925 to 1933. Miller grew up in Joplin and attended the University of Missouri. He graduated from Washington University Law School, and began practicing law in St. Louis. In 1921, Governor Arthur M. Hyde appointed Miller President of the St. Louis Police Board. When he took office, the force included only six African-American officers—Negro specials—who were not allowed to wear uniforms. In his first year in office, hired fifteen African Americans and, like other officers, required them to wear uniforms. He served in that position until 1923. In 1924, Miller was a Republican candidate for Governor of Missouri. He was defeated by Sam Aaron Baker, but carried St. Louis in the race. Henry Kiel
Henry W. Kiel (February 21, 1871 – November 26, 1942) was the 32nd Mayor of Saint Louis, serving from 1913 to 1925. Early life Henry W. Kiel's father was Henry F. Kiel, a well known contractor, who died in 1908. Henry F. Kiel also served as a private in the Civil War. Henry W. Kiel's mother was Mrs. Minnie C. Kiel, who died in 1879. Kiel grew up in St. Louis and attended St. Louis Public Schools and the Smith Academy. He studied architecture for a year after completing his academic studies. Kiel had a knack for mechanical structure and had an apprenticeship to the bricklayer's trade, under the direction of his father. Career Kiel's family worked in the construction industry and his father wished for Henry to follow in his footsteps.
