A Verbandsgemeinde (; plural Verbandsgemeinden) is a low-level administrative unit in the German federal states of Rhineland-Palatinate and Saxony-Anhalt. A Verbandsgemeinde is typically composed of a small group of villages or towns. Rhineland-Palatinate The state of Rhineland-Palatinate is divided into 163 Verbandsgemeinden, which are municipal associations grouped within the 24 districts of the state and subdivided into 2,257 Ortsgemeinden (singular Ortsgemeinde) which comprise single settlements. Most of the Verbandsgemeinden were established in 1969. Formerly the name for an administrative unit was ''Amt''. Most of the functions of municipal government for several municipalities are consolidated and administered centrally from a larger or more central town or municipality among the group, while the individual municipalities (Ortsgemeinden) still maintain a limited degree of local autonomy. Wilsecker is a municipality in the district of Bitburg-Prüm, in Rhineland-Palatinate, western Germany. Wilsecker is a small town of approximately 200 inhabitants, close to the border of Luxembourg. Wilsecker is host to a respectively high percentage of American citizens as it is a very affordable town which is conveniently located right in between Spangdahlem Air Force Base and Bitburg city, which is known for its famous beer from the Bitburger brewery and its American military facilities. Oberkail
Oberkail is a municipality in the rural area of Eifel in Rhineland-Palatinate in the administrative district Bitburg-Prüm and is part of Verbandsgemeinde ("collective municipality") Bitburger Land. Geography The municipality is surrounded by grassland and forest in the natural landscape of the South Eifel. Next to Oberkail there are Seinsfeld, Gransdorf, Gindorf and Eisenschmitt.
