Valuyev Circular
The Valuev Circular (russian: Валуевский циркуляр, Valuyevskiy tsirkulyar; uk, Валуєвський циркуляр, Valuievs'kyi tsyrkuliar) of 18 July 1863 was a decree (ukaz) issued by Pyotr Valuev (Valuyev), Minister of Internal Affairs of the Russian Empire, by which many publications (religious, educational, and literature recommended for the use in primary literacy training of the commoners) in the Ukrainian language were forbidden, except for '' belles-lettres'' works. The circular has put the reason for the growing number of textbooks in Ukrainian and beginner-level books in Ukrainian as "the Poles' political interests" and the "separatist intentions of some of the Little Russians". The circular quoted the opinion of the Kyiv Censorship Committee that "a separate Little Russian language never existed, does not exist, and shall not exist, and the tongue used by commoners (i.e. Ukrainian) is nothing but Russian corrupted by the influence of Poland." Lithuanian Press Ban
The Lithuanian press ban ( lt, spaudos draudimas) was a ban on all Lithuanian language publications printed in the Latin alphabet in force from 1865 to 1904 within the Russian Empire, which controlled Lithuania proper at the time. Lithuanian-language publications that used Cyrillic were allowed and even encouraged. The concept arose after the failed January Uprising of 1863, taking the form of an administrative order in 1864, and was not lifted until 24 April 1904. The Russian courts reversed two convictions in press ban cases in 1902 and 1903, and the setbacks of the Russo-Japanese War in early 1904 brought about a loosened Russian policy towards minorities.Lithuanian Resistance

Language policy in Ukraine is based on its Constitution, international treaties and on domestic legislation. According to article 10 of the Constitution, Ukrainian is the official language of Ukraine, and the state shall ensure the comprehensive development and functioning of the Ukrainian language in all spheres of social life throughout the entire territory of the country. Other languages spoken in Ukraine are granted constitutional protection, and Russian is recognized as the language of a national minority. Magocsi, Paul Robert
Paul Robert Magocsi (born January 26, 1945 in Englewood, New Jersey) is an American professor of history, political science, and Chair of Ukrainian Studies at the University of Toronto. He has been with the university since 1980, and became a Fellow of the Royal Society of Canada in 1996. He currently acts as Honorary Chairman of the World Congress of Rusyns, and has authored many books on Rusyn history. Born in Englewood, New Jersey, Magocsi (his surname Magocsi is pronounced something like "magótchy", varying in different languages) is of Hungarian and Ruthenian (Rusyn) descent. He completed his undergraduate studies at Rutgers University B.A. in 1966; M.A. 1967, Princeton University in M.A. 1969, Ph.D. 1972. He then went to Harvard University, where he was a member of the Society of Fellows between 1973 and 1976. In 2013 he was awarded doctor honoris causa by the University of Prešov in Slovakia. The Ems Ukaz or Ems Ukase (russian: Эмский указ, Emskiy ukaz; uk, Емський указ, Ems’kyy ukaz), was a secret decree (''ukaz'') of Emperor Alexander II of Russia issued on May 18, 1876, banning the use of the Ukrainian language in print except for reprinting old documents.
