Upward Bound
Upward Bound is a federally funded educational program within the United States. The program is one of a cluster of programs now referred to as TRiO, all of which owe their existence to the federal Economic Opportunity Act of 1964 (the War on Poverty Program) and the Higher Education Act of 1965. Upward Bound programs are implemented and monitored by the United States Department of Education. The goal of Upward Bound is to provide certain categories of high school students better opportunities for attending college. The categories of greatest concern are those with low income, those with parents who did not attend college, and those living in rural areas. The program works through individual grants, each of which covers a restricted geographic area and provides services to approximately 59,000 students annually. Upward Bound High School
Upward Bound High School in Hartwick, New York was the first alternative education program in Otsego County, New York. Created by English teacher Mike Newell and principal Mark Rathbun, Upward Bound High school was first located in the basement of a Unitarian church in Oneonta, New York. Created in the mid-1980s, Upward Bound strived to create an environment for "at-risk" high school students more conducive to learning than traditional publicly run school. By pooling together the students having the most difficulty functioning, regardless of the root of the problem, Upward Bound brought students together by eliminating labels. In classes of a maximum of eight students, each student could now properly be concentrated on. Though the school has ostensibly disappeared within the last three years , the program still continues, though with less of an eye toward individuality. Allen Upward
George Allen Upward (Worcester 20 September 1863 – Wimborne 12 November 1926) was a British poet, lawyer, politician and teacher. His work was included in the first anthology of Imagist poetry, ''Des Imagistes'', which was edited by Ezra Pound and published in 1914. He was a first cousin once removed of Edward Upward. His parents were George and Mary Upward, and he was survived by an elder sister (Mary) Edith Upward. Upward was brought up as a member of the Plymouth Brethren and trained as a lawyer at the Royal University of Dublin (now University College Dublin). While living in Dublin, he wrote a pamphlet in favour of Irish Home Rule. Upward later worked for the British Foreign Office in Kenya as a judge. Back in Britain, he defended Havelock Wilson and other labour leaders and ran for election as a Lib-Lab candidate, taking 659 votes in Merthyr at the 1895 general election.F. W. S. Christopher Upward (14 November 1938 – 4 August 2002) was an English orthographer, notable for designing the system of cut spelling, a system of English-language spelling reform which reduces redundant letters and makes substitutions to improve correspondence with the spoken word, as well as for the book ''The History of English Spelling'', which was unfinished at the time of his death, but was completed by George Davidson and published posthumously in 2011. Biography Upward was born in 1938 in London, to the novelist and schoolmaster Edward Upward (1903–2009) and his wife Hilda (''née'' Percival; 1909–1995), also a schoolteacher. Edward Falaise Upward, FRSL (9 September 1903 – 13 February 2009) was a British novelist and short story writer who, prior to his death, was believed to be the UK's oldest living author. Initially gaining recognition amongst the Auden Group as a highly imaginative surrealist writer, in the 1930s he joined the Communist Party of Great Britain, after which his writing shifted towards Marxist realism. UPWARD was the code name, within the National Reconnaissance Office's Byeman Control System, for assistance given to the National Aeronautics and Space Administration (NASA) during Project Apollo. The camera designed to survey the lunar surface was a modification of the GAMBIT design and utilized a 1.5 inch focal length camera for a terrain mapping apparatus. This camera system was present on both the CORONA and GAMBIT survey systems. The NRO and NASA had multiple meetings discussing the required technology for Lunar Mapping. Upward Spiral is a term used by Paul Kennedy in his book ''The Rise and Fall of Great Powers'' to describe the continually rising cost of military equipment relative to civilian manufactured goods. According to Kennedy there is an upward spiral at work in "all areas" of military production which is "becoming increasingly divergent from the commercial".
