Unión Del Pueblo Navarro
The Navarrese People's Union ( es, Unión del Pueblo Navarro), abbreviated to UPN, is a regional conservative political party in Navarre, Spain. Until 2008, it was a fraternal party of the People's Party (PP), acting as the latter's Navarrese branch. UPN is a strong opponent of Basque nationalism, and supports a Spanish regional identity for Navarre with a marginal Basque component and separate from the Basque Country. The party's regionalist tradition dates back to the nineteenth century, in which the Spanish nation is seen to be based on 'regional liberties'. During the 1991–2008 period, UPN acted as the Navarrese branch of the PP, which, in return, did not run at Navarrese elections as a part of their agreement. During this period, UPN was the largest party in elections for the regional Parliament of Navarre and the ruling party of the Autonomous Community from 1996 to 2015. Javier Esparza Abaurrea
José Javier Esparza Abaurrea (born 20 July 1970) is a Spanish politician of the Navarrese People's Union (UPN). He has been president of his party since 2015, the same year that he entered the Parliament of Navarre. Biography Born in Pamplona, Esparza graduated in Pedagogy from the University of Navarra and has a master's degree in Public Management from the Public University of Navarre. He began teaching in a primary school in 1996. From 1999 to 2007, Esparza was mayor of Agoitz. For the next four years, he was the managing director of the Navarrese Institute of Sport, then of the Navarrese Employment Service. In June 2012, he was named Minsiter of Rural Development, Environment and Local Administration in the Government of Navarre. A fraternal party is a political party officially affiliated with another, often larger or international, political party or governmental party, or several of them, notably when these share a political ideology. They may express this 'fraternity' by exchanging fraternal delegates to each-other's party congresses. In 1960s, communist parties in charge of states often had fraternal parties in other countries than the one(s) in which they were organized. A major example was the Chinese Communist Party, which exercised enormous influence over the New Left and New Communist Movement of the 1960s and 1970s. The Congress of Deputies ( es, link=no, Congreso de los Diputados, italic=unset) is the lower house of the Cortes Generales, Spain's legislative branch. The Congress meets in the Palace of the Parliament () in Madrid. It has 350 members elected by constituencies (matching fifty Spanish provinces and two autonomous cities) by closed list proportional representation using the D'Hondt method. Navarra (Spanish Congress Electoral District)
Navarre ( es, Navarra, eu, Nafarroa) is one of the 52 constituencies ( es, link=no, circunscripciones) represented in the Congress of Deputies, the lower chamber of the Spanish parliament, the Cortes Generales. The constituency currently elects five deputies. Its boundaries correspond to those of the Spanish province of Navarre. The electoral system uses the D'Hondt method and a closed-list proportional representation, with a minimum threshold of three percent.
