USDA
The United States Department of Agriculture (USDA) is the federal executive department responsible for developing and executing federal laws related to farming, forestry, rural economic development, and food. It aims to meet the needs of commercial farming and livestock food production, promotes agricultural trade and production, works to assure food safety, protects natural resources, fosters rural communities and works to end hunger in the United States and internationally. It is headed by the Secretary of Agriculture, who reports directly to the President of the United States and is a member of the president's Cabinet. Export Subsidy
Export subsidy is a government policy to encourage export of goods and discourage sale of goods on the domestic market through direct payments, low-cost loans, tax relief for exporters, or government-financed international advertising. An export subsidy reduces the price paid by foreign importers, which means domestic consumers pay more than foreign consumers. The World Trade Organization (WTO) prohibits most subsidies directly linked to the volume of exports, except for LDCs. Incentives are given by the government of a country to exporters to encourage export of goods. Export subsidies are also generated when internal price supports, as in a guaranteed minimum price for a commodity, create more production than can be consumed internally in the country. (These price supports are often coupled with import tariffs, which keeps the domestic price high by discouraging or taxing imports on the difference between the world price and the mandatory minimum.) Market Access Program
The Market Access Program (MAP; formerly the Market Promotion Program) is administered by the Foreign Agricultural Service and uses funds from the Commodity Credit Corporation (CCC). It helps producers, exporters, private companies, and other trade organizations finance promotional activities for agricultural products of the United States. MAP is designed to encourage development, maintenance, and expansion of commercial agricultural export markets. As such, it is considered to be a World Trade Organization "Green Box" program. Activities financed include consumer promotions, market research, technical assistance, and trade servicing. The Foreign Market Development Cooperator Program (FMDP or Cooperator Program) is one of the agricultural export promotion programs operated by the United States Department of Agriculture (USDA) Foreign Agricultural Service. This program is a joint government-agri-industry effort to develop markets by acquainting potential foreign customers with U.S. farm products.
