The counties of Sweden (Swedish: ''Sveriges län'') are the top-level geographic subdivisions of Sweden. Sweden is today divided into 21 counties; however, the number of counties has varied over time, due to territorial gains/losses and to divisions and/or mergers of existing counties. This level of administrative unit was first established in the 1634 Instrument of Government on Lord Chancellor Count Axel Oxenstierna's initiative, and superseded the historical provinces of Sweden ( sv, landskap) in order to introduce a more efficient administration of the realm. At that time, they were what the translation of ''län'' into English literally means: fiefdoms. Norrbotten County ( sv, Norrbottens län; se, Norrbottena leatna, fi, Norrbottenin lääni) is the northernmost county or '' län'' of Sweden. It is also the largest county by land area, almost a quarter of Sweden's total area. It shares borders with Västerbotten County to the southwest, the Gulf of Bothnia to the southeast, the counties of Nordland and Troms og Finnmark in Norway to the northwest, and Lapland Province in Finland to the northeast. The name "Norrbotten" is also used for a province of the same name. Norrbotten province covers only the eastern part of Norrbotten County – the inland mostly belongs to the Swedish Lapland province (''Lappland'').
