The Government agencies of Norway are state controlled organizations that act independently to carry out the policies of the Government of Norway. The Government Ministries are relatively small and merely policy-making organizations, allowed to control agencies by policy decisions but not by direct orders. A Minister is explicitly prohibited from interfering with the day-to-day operation in an agency or the outcome in individual cases. While no minister is allowed to give orders to agencies personally, they are subject to decisions made by the Government. Also, the Minister is normally the instance of appeals of agencies decisions. Politics Of Norway
The politics of Norway take place in the framework of a parliamentary, representative democratic constitutional monarchy. Executive power is exercised by the Council of State, the cabinet, led by the prime minister of Norway. Legislative power is vested in both the government and the legislature, the Storting, elected within a multi-party system. The judiciary is independent of the executive branch and the legislature. Reporters Without Borders ranked Norway 1st in the world in the 2019 Press Freedom Index. Freedom House's 2020 Freedom in the World report classified Norway as "free," scoring maximum points in the categories of "political rights" and "civil liberties". County Social Welfare Boards
The Norwegian Child Welfare Services ( no, Barnevernet, literally "child protection") is the public agency responsible for child protection in Norway. They consist of services in each municipality, which are aided and supervised by different governmental bodies at the state as well as the county level. The Child Welfare Services’ statutory obligation is "to ensure that children and youth who live in conditions that may be detrimental to their health and development receive the necessary assistance and care at the right time." Child Welfare Act, § 1-1 Roughly 3% of all children in Norway receive some sort of measure from the Child Welfare Services, most of them in the form of relief measures to the child and its parents (such as counselling, advice, external support contacts, access to day care etc.). A children's ombudsman, children's commissioner, youth commissioner, child advocate, children's commission, youth ombudsman or equivalent body is a public authority in various countries charged with the protection and promotion of the rights of children and young people, either in society at large, or in specific categories such as children in contact with the care system. Norwegian Consumer Ombudsman
The Norwegian Consumer Ombudsman ( no, Forbrukerombudet) is a government-appointed ombudsman in Norway for consumer affairs. The office was established in 1973 with Inger Louise Valle as the first holder. The office of the consumer ombudsman sees to it that the marketing of goods and services is done in accordance with marketing law. Specifically, the office acts in the interests of consumers to seek to prevent market abuses in conflict with the provisions stipulated in or pursuant to the Norwegian Marketing Control Act. The Consumer Ombudsman, acting on her or his own initiative or on the basis of communications from others, encourages all businesspersons to conduct their activities in accordance with the provisions of the Act. Norwegian Consumer Council
The Consumer Council of Norway (Norwegian: ''Forbrukerrådet'') is a Norwegian government agency and consumer protection organisation established in 1953. It works to increase consumer influence in society, to contribute to consumer-friendly developments, and to promote measures that strengthen the position of consumers. The Norwegian government funds the Consumer Council, leaving it free to develop an independent consumer policy and independent of commercial interests and other organisations.
