Usani Uguru Usani (born 27 January 1961) is a Nigerian pastor, lecturer and politician who served as Minister of Niger Delta Affairs in the Nigerian government. Early life and education Usani was born on 27 January 1961 in Nko, Yakurr Local Government Area of Cross River State. Career Usani is a pastor. Usani served on the National Youth Service Corps (NYSC) scheme as a secondary school teacher in Government Science Secondary School, Kagara, Rafi Local Government Area of Niger State. After his NYSC service, he was a teacher from August 1988 – January 1992 at Community Secondary School, Iko-Esai and Secondary School, Adim, all of Cross River State. Niger Delta Ministry
The Ministry of Niger Delta Affairs was announced by the then Nigerian President Umaru Yar'Adua on 10 September 2008. History The new ministry would have a Minister in charge of the development of Niger Delta area, and a Minister of State in charge of youth empowerment. The existing Niger Delta Development Commission (NDDC) was to become a parastatal under the ministry. Yar'Adua said that the Ministry would coordinate efforts to tackle the challenges of infrastructural development, environment protection and youth empowerment in the Niger Delta. The Movement for the Emancipation of the Niger Delta (MEND) treated the announcement with caution, saying the new Ministry could be yet another avenue for corruption and political favoritism. Structural adjustment programs (SAPs) consist of loans (structural adjustment loans; SALs) provided by the International Monetary Fund (IMF) and the World Bank (WB) to countries that experience economic crises. Their purpose is to adjust the country's economic structure, improve international competitiveness, and restore its balance of payments. The IMF and World Bank (two Bretton Woods institutions) require borrowing countries to implement certain policies in order to obtain new loans (or to lower interest rates on existing ones). These policies are typically centered around increased privatization, liberalizing trade and foreign investment, and balancing government deficit. The conditionality clauses attached to the loans have been criticized because of their effects on the social sector. The Niger Delta Development Commission is a federal government agency established by Nigerian president Olusegun Obasanjo in the year 2000 with the sole mandate of developing the oil-rich Niger Delta region of Nigeria. In September 2008, President Umaru Yar'Adua announced the formation of a Niger Delta Ministry, with the Niger Delta Development Commission to become a parastatal under the ministry. Niger Delta
The Niger Delta is the delta of the Niger River sitting directly on the Gulf of Guinea on the Atlantic Ocean in Nigeria. The Action Congress of Nigeria (ACN), formerly known as Action Congress (AC), was a Nigerian political party formed via the merger of a faction of Alliance for Democracy, the Justice Party, the Advance Congress of Democrats, and several other minor political parties in September 2006.
