University of Science and Technology of Hanoi (USTH) (also called Vietnam France University) is an International Standard Public University in Hanoi founded in 2009 under the Intergovernmental Agreement between Vietnam and France signed on 12 November 2009. Introduction As a public university modeled according to international standards, USTH is being built with funds from the Government of Viet Nam and a strong support from the French Government, Vietnam Academy of Science and Technology (VAST), Asian Development Bank and the USTH Consortium of 42 universities and research organizations of France. USTH is one of the four public universities under Ministry of Education and Training with the aim that USTH will be a university which can meet strict international standards. The Vietnam Academy of Science and Technology ( vi, Viện Hàn lâm Khoa học và Công nghệ Việt Nam) is the largest and most prominent research institute in Vietnam. It was founded on 20 May 1975 as the Vietnam Academy of Science, and renamed the Vietnam Academy of Science and Technology (VAST) in 2008. The Asian Development Bank (ADB) is a regional development bank established on 19 December 1966, which is headquartered in the Ortigas Center located in the city of Mandaluyong, Metro Manila, Philippines. The Ministry of Education and Training (MOET, vi, Bộ Giáo dục và Đào tạo) is the government ministry responsible for the governance of general/academic education and higher education (training) in Vietnam. Vocational Education is controlled by the Ministry of Labour, Invalids, and Social Affairs (MoLISA). Ministry offices are located in central Ha Noi, on Co Dai Viet street.
