University Grants Committee of Hong Kong is a non-statutory advisory committee responsible for counselling the Government of Hong Kong on the financing and expansion needs of its subsidised higher education institutions. The Education Bureau (EDB) is responsible for formulating and implementing education policies in Hong Kong. The bureau is headed by the Secretary for Education and oversees agencies including University Grants Committee and Student Finance Office.
