United States Ambassador To Cape Verde
Cape Verde had been a Portuguese colony for more than 500 years since 1456. In 1974 Portugal and the Cape Verdeans signed an agreement to form a transitional government, and Cape Verde gained full independence from Portugal on July 5, 1975. The United States recognized Cape Verde and commissioned its first ambassador Melissa F. Wells in 1976. Ambassador Wells was concurrently accredited to Guinea-Bissau and Cape Verde while resident at Bissau, the capital of Guinea-Bissau. In 1980, an embassy was established in the capital Praia with a chargé d’affaires managing the business of the embassy. Until 1980 one ambassador, resident at Bissau, was concurrently commissioned to Guinea-Bissau and Cape Verde. John Jefferson "Jeff" Daigle is an American diplomat who serves as the United States Ambassador to Cabo Verde, being sworn in on June 28, 2019. Immediately prior to his Ambassadorship, Daigle served as Acting Executive Director for the U.S. Advisory Commission on Public Diplomacy and Chief of Staff for the Under Secretary of State for Public Diplomacy and Public Affairs. Commonly known as diplomatic credentials, the letter is addressed from one head of state to another, asking them to give credence (french: créance) to the ambassador's claim of speaking for their country. Joseph Monroe Segars (November 6, 1938 Hartsville, South Carolina – July 20, 2014 Lakewood Ranch, Florida) was an American Career Foreign Service Officer who served as Ambassador Extraordinary and Plenipotentiary to Cape Verde from 1992 until 1996. When Segars’ parents moved to Philadelphia in search of better jobs, he was raised by his maternal aunt and uncle Walter and Francis Hines. Early life Francis Terry McNamara was born in Troy, New York, November 2, 1927 to John F. McNamara, Sr. and Ellin F. Fennelly. Always fascinated by things nautical, he found a summer job in 1944 as a deckhand working on the last coal-burning tugboat on the Hudson River and Erie Canal (New York State Barge Canal).
