United Nations Security Council resolution 459, adopted on 19 December 1979, after recalling resolutions 425 (1978), 426 (1978), 427 (1978), 434 (1978), 444 (1979) and 450 (1979) and considering the report from the Secretary-General on the United Nations Interim Force in Lebanon (UNIFIL), the Council expressed anxiety about the future of the Force, citing threats to its freedom of movement, security and safety of its headquarters. The council then reiterated the objectives of the Force, set out in resolutions 425 and 450 which must be attained. The resolution noted efforts by the Government of Lebanon to draw up a programme of action with the secretary-general, as well as its efforts to obtain international recognition for protection of archaeological sites in Tyre. United Nations Security Council Resolution 425, adopted on 19 March 1978, five days after the Israeli invasion of Lebanon in the context of Palestinian insurgency in South Lebanon and the Lebanese Civil War, called on Israel to withdraw immediately its forces from Lebanon and established the United Nations Interim Force In Lebanon (UNIFIL). Blue Line (Lebanon)
The Blue Line is a demarcation line between Lebanon and Israel and Lebanon and the Golan Heights published by the United Nations on 7 June 2000 for the purposes of determining whether Israel had fully withdrawn from Lebanon. It has been described as: "temporary" and "not a border, but a “line of withdrawal”. Abstention is a term in election procedure for when a participant in a vote either does not go to vote (on election day) or, in parliamentary procedure, is present during the vote, but does not cast a ballot.
